NSW:Freeman held as part of NSW drug sweep

By Chi Tranter

SYDNEY, Aug 5 AAP - Kings Cross nightclub owner Adam Freeman will spend a week in custody
after making a brief appearance on drugs charges in a Sydney court, hours after being
extradited from Thailand.

The 28-year-old son of the late underworld figure George Freeman was escorted on the
flight to Sydney by NSW police, touching down about 6am (AEST) on Friday.

Freeman left Australia in December after a friend was allegedly caught with 19.5kg
of methylenedioxyamphetamine (MDA) and drug paraphernalia during a vehicle stop on the
Kamilaroi Highway, Quirindi, on December 15.

A global warrant was issued for his arrest in connection with the ecstasy seizure,
and he was arrested by Thai authorities in Bangkok in June.

He was extradited from Thailand on Thursday night, and was taken to the city's police
centre in Surry Hills on Friday morning where he was charged with the manufacture of a
commercial quantity of a prohibited drug.

He appeared in Central Local Court later on Friday, where his lawyer Michael Tanevski
said he would apply for bail in a week's time.

"This is the first time I have met (Freeman) as he arrived from Thailand this morning,"

Mr Tanevski told the court.

Magistrate Lee Gilmour adjourned the matter until August 12.

Speaking to reporters earlier in the day, Detective Inspector Nic Iorfino said police
were not at this stage looking at whether Freeman was taking advantage of his connections
in the Kings Cross area to supply amphetamines.

"That's not part of any allegation we are making at this stage, and obviously something
I can't comment on," he said.

"The allegation against this male will include the evidence obtained in December, which
includes the 19 kilograms of the drug MDA."

Insp Iorfino said Strike Force Harrower, established in January following the MDA bust,
discovered 19kg of the MDA at a property at Werris Creek, near Tamworth in northern NSW,
two months later.

He alleged Freeman, who is the sixth person to be charged by the strike force, was
also engaged in the manufacture of illegal drugs at that property.

Other people charged with drug and firearm offences include two 27-year-old men from
Cronulla, a 26-year-old man from Cronulla, a 34-year-old man from Nowra and another 34-year-old
man from Falls Creek.

Insp Iorfino indicated that police were still looking into Freeman's motives for leaving
Australia in December.

Qld: Mining magnate got special treatment: Oppn

BRISBANE, Aug 21 AAP - A mining magnate received special treatment for a proposed phosphate
mine after making a donation to a Queensland Labor MP, the state opposition says.

The Courier-Mail newspaper reports Joseph Gutnick donated $12,000 to the election campaign
of Mount Isa Labor MP Betty Kiernan, and months later his proposed phosphate mine was
included in an expedited mining projects process.

Deputy Opposition Leader Lawrence Springborg said it was another example of a lack
of ethics in the Labor Party, which has been enduring similar allegations for weeks.

Mr Springborg told reporters Mr Gutnick was getting special treatment, with a truncated
environmental assessment compared to what other developers would face.

"There are much smaller environmental hurdles for this person to jump than other people
who would normally be establishing a mine or ... some other environmentally damaging project,"

he told reporters in Brisbane.

Mr Springborg repeated calls for a royal commission into possible corruption in Queensland.

"It's about time that the stench of corruption surrounding this government is put to
the full scrutiny of a royal commission," he said.

"The CMC does not have the capacity to look at the moral, the ethical questions, the
cultural issues that surround the operation of government and administration in Queensland.

"They are constrained and contained in what they can investigate."

The newspaper report also claimed Mr Gutnick hired Premier Anna Bligh's former senior
adviser as a lobbyist after the election and met with Ms Bligh last month.

Treasurer Andrew Fraser said he wasn't aware of the environmental process the proposed
mine was subject to, but believed it was still in its early stages.

Mr Fraser said it was the job of the government to meet with business on projects that
could benefit the state.

"I've sat in a room with many other business people who have propositions for Queensland
and that's because of those propositions, and for no other reason whatsoever," he told
reporters in Brisbane.

"I think if there's a suggestion that there is anything else more to this than what
occurs in government every day - meeting business about propositions - then someone should
provide some evidence for that."

Mr Fraser said Mr Gutnick's mine would go through "the normal legislative process".

NSW: Easter church services popular in tough times

SYDNEY, April 12 AAP - Churchgoers have flocked to Easter Sunday services, with the
tough economic times being cited for a boost in numbers.

A morning service at St Andrew's Cathedral in Sydney was full as Anglican Archbishop
Peter Jensen delivered his Easter sermon.

"He (Jesus) is the champion of all who are going to die," Dr Jensen said.

"Trusting him is the key to facing both life and death with hope."

A spokesman for the Sydney Diocese of the Anglican Church, Russell Powell, said more
people had walked through the church's doors than previous years.

The economic downturn may be responsible, he said.

"At all of our churches we've had more people this year," he said.

"We think the recession is partly responsible."

Meanwhile, Catholics crowded into St Mary's Cathedral in Sydney to hear Cardinal George
Pell give his Eastern sermon.

The resurrection was the "high point of all religious history", Cardinal Pell told
the congregation.

"There was no precedent for Christ's resurrection and no subsequent repeat performance," he said.

Fed: ATMs in pokies venues are wrong: Rudd

By Kate Corbett

CANBERRA, Feb 10 AAP - Prime Minister Kevin Rudd has promised to talk to anti-poker
machine campaigners demanding strict new laws to limit gambling losses.

Mr Rudd made it clear today he has some personal sympathy with their views, agreeing
that automatic teller machines (ATMs) in poker machine venues are wrong.

Former South Australian state politician Nick Xenophon will bring the anti-pokies message
to federal parliament mid-year when he takes up the Senate seat he won at the November
election.

Mr Xenophon wants strict new laws on gambling, including smart cards to set daily limits
on the amount players can pump into linked poker machines and laws forbidding ATMs in
gambling areas.

"Frankly I think it is wrong that they (ATMs) are there - that's my personal view,"

Mr Rudd told the Nine Network today.

Mr Xenophon said people had to put into perspective the damage that pokies caused to
families, businesses and the society as a whole, despite the money brought in to state
budgets.

"Pokies taxes are fools' gold," he told Sky News.

"If there are alternative sources of revenue, if we reduce the states' reliance on
gambling taxes you actually see more economic activity in other sectors of the economy
and the feared tax losses just won't materialise because people will be spending more
money elsewhere in a way that doesn't cause the social harm, the social impact that pokies
do."

Mr Xenophon has also been promised the support of maverick Nationals senator Barnaby
Joyce in his campaign.

"I'm on side," Mr Joyce told Fairfax newspapers.

"It is not tolerable any more that state governments, pubs and hotels make money out
of these addictions."

Mr Rudd said he looked forward to talking with Mr Xenophon and his fellow campaigners.

"I do not want to promise the world here but I know we have a problem and I know that
in partnership with states and territories we can work through an agreed analysis on the
social impact and what to do about it."

Treasurer Wayne Swan said any gambling reforms must take into consideration the huge
reliance on gambling by state governments.

"We've got to get the balance right between social responsibility on the one hand and
economic responsibility on the other," Mr Swan told Network Ten today.

"I think it's a very sensible thing the prime minister is doing, sitting down and talking
to MPs who have these concerns, looking at all of the issues ... we'll make our evaluations
after we have been through that process."

But gaming machine manufacturers feel they are being treated unfairly and want a balanced
discussion on the facts.

"Emotive claims about gaming machines are becoming common and it's time there was some
sensible debate based on facts," executive officer of the Australasian Gaming Machine
Manufacturers Association (AGMMA) Ross Ferrar said in a statement.

"Many of the negative claims are actually myths, seemingly announced purely for publicity
purposes."

Mr Ferrar said Australian gaming machines were manufactured to exacting technical,
electrical and other standards.

"Australian gaming regulation is regarded as the toughest in the world and the standards
and procedures required by the respective authorities are continually strengthened in
light of perceived best practice" Ferrar said.

Fed: Government pays $260,000 to Iraqis in compo

SYDNEY, April 8 AAP - The federal government has paid over $260,000 to Iraqis as compensation
for claims of personal harm or hardship caused by Australian soldiers.

At least 45 payments of up to $90,000 have been made, usually in wads of US dollars,
to Iraqi civilians in so-called act of grace payments by the Defence Department, News
Limited reports.

A total of $266,681 has been paid out of respect of what the defence department describes
as an "eye-for-an-eye culture" since the Australian Defence Force began operations in
Iraq.

There were 37 individual payments for damage and injuries resulting from car accidents,
ranging from $69 to $9,390. Other payments related to crop damage and shootings.

The single biggest payment, for $89,100, has not been explained although it is thought
to have been paid to the family of a bodyguard of Iraqi Trade Minister Abdul Falah al-Sudani.

Another payment of $53,128 has been confirmed as going to the widow of an Iraqi man
shot during an incident involving the Australian Security Detachment in Baghdad.

Heavily censored documents obtained by the newspaper under Freedom of Information laws
show a lawyer for the woman approached the Australian Embassy in the Iraqi capital.

A request for approval for one of the payments by the Department of Defence to the
Department of Finance and Administration states "an operational benefit" flows from making
such payments.

"Iraq has an eye-for-an-eye culture and it is important for Australian Forces to be
seen as respecting this way of life," it said.

Sanofi factory discards unsterile flu shot materials

BRIDGEWATER — The only U.S. flu-shot factory failed sterility tests in a government inspection, forcing the operator, Sanofi-Aventis SA, to discard vaccine materials made for the next influenza season.

The contamination affected about 5 percent of this year's batches of a flu-shot component produced between February and April at Sanofi's site in Swiftwater, Pa., the U.S. Food and Drug Administration said Monday in a warning letter on its Web site.

Paris-based Sanofi, whose U.S. operations are in Bridgewater, failed to correct the "objectionable conditions" after more than two months of talks, FDA officials said.

The contamination probably was caused by a faulty filtration system and no contamination has occurred since the problem was corrected in April, said David Johnson, Sanofi's director for scientific and medical affairs. None of the unsterile vaccine had been sold.

Citigroup gives Vonage a risky investment rating

HOLMDEL — Vonage Holdings Corp. underwriter Citigroup Inc. rated the Internet-phone company "hold," indicating that the shares aren't worth buying even after they plunged by half since the initial public offering in May.

Some factors making the stock risky are lawsuits filed by some customers, and a free-month promotion, Citigroup analyst Michael Rollins said Monday in a note presenting his first rating on the stock since the IPO.

Citigroup is the first of the underwriters to issue a report on Holmdel-based Vonage, which debuted as the worst IPO this year. The shares have tumbled 49 percent to $8.60 from their initial sale price of $17. Some customers who bought shares have refused to pay for them and at least nine lawsuits have been filed, with allegations including failure to disclose certain risks.

No eBay bid's good enough for Crazy Eddie's trademark

NEW YORK — Crazy Eddie's prices were once touted as "insane," but the owner of the long-defunct chain's trademark is unwilling to give it up for a discount.

An eBay Inc. auction of the electronics chain's trademark and domain name ended Sunday with no bidders reaching an undisclosed reserve price, the eBay Web site showed Monday. The highest bid was for $30,100, which did not meet the minimum set by Trident Growth Fund LP, the Houston-based owner. Bids were offered by 32 participants.

The Crazy Eddie chain started as a single family-owned store in Brooklyn and eventually collapsed in 1987 amid federal investigations and family infighting.

Investors lost about $250 million in what was one of the nation's largest stock swindles at the time.

aerosol A colloidal dispersion of a solid or liquid in a gas. The commonly used aerosol sprays contain an inert propellant liquefied under pressure. Chlorofluorocarbons, such as dichlorodifluoromethane, are commonly used in aerosol cans. This use has been criticized on the grounds that these compounds persist in the atmosphere and may lead to depletion of the ozone layer.

Normally, you won't read about politics in this column, but there's a reason why it's relevant today.

State lawmakers have been looking at legislation that could have a huge impact on our city's economic development - namely, they have been considering a casino license for Rosemont.

Many of you probably have thought about expressing your opinion and pleading our community's case, but you weren't sure how or where to send your comments. Here's how you can make your views known.

If you have access to the Internet and want some background information before you take action by writing a letter or making phone calls, go to the city of Elgin's Web site at www.nsn.org/elghome/cityelg/

In addition to some general information regarding potential legislation, you'll be able to read about what has been accomplished by the millions of dollars pumped into our area's economy since 1995 by the Grand Victoria Casino.

From the city's Web page, you can click on a link to the Downtown Neighborhood Association's Web site at www.elginil.org and obtain a list of addresses and phone numbers for Gov. Ryan and numerous state legislators.

If you mail a letter to everyone on the list, it will set you back less than five bucks. The stakes are high, so the cost of your investment is small in comparison.

At the DNA site, you'll also be able to read Mayor Ed Schock's May 3 letter to Ryan and compose a personalized letter to send to some of those elected officials who eventually will be making a decision.

If you don't have access to the Internet and you want the list of legislators or information about the gaming legislation, call Clay Pearson, director of Elgin's community relations, at (847) 931-5593.

If you want your letter to go to all of the House Representatives in Springfield, send your letter by fax to Rep. Doug Hoeft's secretary, Joyce, at (217) 782-1275. In your cover letter, ask that she put the letter in all the representatives' mailboxes.

High-rollers: It's no secret that some of the decision-makers like Gov. George Ryan receive campaign donations from groups with financial interest in these issues.

Many will tell you that big money and politics go together - that's just how it is.

That doesn't mean you need to sit in silence and accept the current system.

Here's a chance for you to learn about the connection between money and politics and about how big money affects the political process and can shut out the voice of the common citizen.

Jim Kales, coordinator of Illinois Campaign for Political Reform, will present "High Rollers: The Gambling Industry and Illinois Politicians" from 7 to 9 p.m. Thursday in the auditorium at Sherman Hospital, 934 Center St.

The program is open to the public and is sponsored by the Elgin Area League of Women Voters.

I-CPR, a project chaired by former Sen. Paul Simon and former Lt. Gov. Bob Kustra, was formed in 1997 in an effort to take big money out of politics and to bring voters to their rightful place at the center of government.

Funded by the Joyce Foundation, I-CPR is a project of the League of Women Voters of Illinois.

Kales attended the John F. Kennedy School of Government at Harvard University, where he received his master's degree in public policy.

In 1994, he accepted a fellowship to study sociology at the University of Chicago. He was chosen to head the Chicago-based Dollars and Democracy Project, which sponsored more than 60 discussion groups on money and politics.

In June 1997, the project organized a town hall forum with Senators John McCain and Russ Feingold, leaders of a national movement to clean up politics.

More than 500 people attended the event, making it one of the largest rallies ever for campaign finance reform.

As part of I-CPR's investigation of money and politics, it was learned that gambling interests gave an estimated $3.12 million to Illinois legislators between 1995-1998.

During the 1997-98 campaign season, most of this money went to Gov. George Ryan and the "big four" leaders - Michael Madigan, Emil Jones, James "Pate" Philip and Lee Daniels.

I-CPR recently has gathered more than 10,000 signatures on a petition calling for reform in Illinois campaign practices. These petitions will be presented to the Governor and General Assembly, calling on them to move campaign finance reform to the top of next session's agenda.

Kales will use the gaming industry's contributions as a microcosm of how money influences politics and how big money corrupts the political process and shuts out the voice of the common citizen.

For details about this program, call Jennifer Ford at (847) 695-3548.

Bizline; A quick look at today's news. For updates: seattletimes.com.(Business)

FTC looks at Twitter: The Federal Trade Commission is reviewing Twitter's dealings with third-party application makers such as UberMedia, which said it has been contacted by the FTC for information. Over the past year, as Twitter looks to make money from advertising on its site, the microblogging service has been rolling out its own official applications, making it more difficult for other applications to compete. Twitter and the FTC declined to comment.

Amazon cuts off affiliates: Saying it won't force California customers to pay sales tax on their Internet purchases, Amazon.com is severing ties with 10,000 small businesses and individuals in the state who funnel shoppers to the online retailer through their websites. The action came hours after Gov. Jerry Brown signed legislation that would have required Amazon to start collecting tax on online purchases Friday because it has affiliates in California. Amazon did not say whether it planned to close a California research lab and offices of other related entities that might make it liable to collect sales taxes.

Medicare covers Provenge: Medicare officials confirmed that the program will pay for Dendreon's prostate cancer drug Provenge, an innovative therapy that costs $93,000 and extends life about four months. The decision from the Centers for Medicare and Medicaid repeats an earlier proposed ruling that the biotech drug. is a "reasonable and necessary" medicine. The agency will pay for the treatment only when it is used in accordance with the instructions on the label.

Polyclinic lease: Health-care provider The Polyclinic signed a lease it tentatively agreed to last November for all nine floors of the 7th & Madison building on Seattle's First Hill. The deal was contingent on getting city approval to convert the empty 2-year-old building from office to medical use, plus obtaining city permission to build a parking garage and lot nearby.

Borders sold: Borders Group said late Thursday it agreed to sell itself to private investment firm Najafi Cos. for $215 million and is seeking court approval for the agreement. Najafi, which owns the Book-of-the-Month Club, is making what is known as a "stalking horse" bid, which will open an auction for the company and its assets, so a higher bid is possible.

ARLINGTON, VA -- The following information was released by the American Conservative:

Philip Giraldi

Over at Yahoo someone penned a poem about Sarah Palin's unique take on Paul Revere's ride, in which she said to an audience at Boston's Old North Church:

He who warned the British that they weren't going to be taking away our arms by ringing those bells and, um, making sure as he's riding his horse through town to send those warning shots and bells that, uh, we were going to be secure and we were going to be free.

Listen my children and you shall hear

Of the midnight ride of Paul Revere,

To warn the Brits, or what? Oh, dear

I cannot think, it's not quite clear...

I have it now! And I will tell:

He rode, he shot, he rang the bell,

He told the Brits to go to hell

Defiant, proud and shooting swell.

Through the country dark he road

Through fair New Hampshire, so we're told,

Through field and street, he was right bold

His rifle clutched, a vise-like hold.

"We armed, we're armed!" he shouted wide,

He rang that bell as he did ride,

He shot the dark from side to side,

Uh, wait, I think that, uh, I lied.

I have read it. It is not well-articulated. But it seems to me that she is trying to say that the Ride of Paul Revere was indeed a warning to the British that they were not going to take our guns away. As usual her comments are pulled out of context. Mind you a Glock is not exactly a muzzle-loading rifle. Under "Original Meaning" it seems to me that the Second Amendment guarantees that Americans are entitled to own and possess the firearms that existed at the date of the adoption of the Bill of Rights, just as the right to jury trial and with the adoption of the common law.

Chris Mallory, on June 5th, 2011 at 11:41 am Said:

So Ferdi, do you also under stand "Freedom of the press" to mean manual printing presses, not all of the technological advances we have had since then? After all, the FF could never have imagined the internet when they wrote that.

Kirt Higdon, on June 5th, 2011 at 4:21 pm Said:

Uh Ferdi, Paul Revere actually rode to warn the Americans that the Brits were coming, not to warn the Brits of anything.

Bill Pearlman, on June 5th, 2011 at 8:55 pm Said:

I'd like to see "the one" quized on American history. I would venture that the "smartest" president in our history, the greatest orator ever, would be sadly deficient.

Here are a few more gems from Yahoo users:

"Like oh my god, that is so totally why Paul Revere warned the British on his Facebook wall too"

"The Palins are coming! The Palins are coming!"

"'"Part of his ride was to warn the British that were already there.'

So now Revere was riding around warning the British that were already there"

Warning them of what? That MORE British were coming??

Whaa\'??"

To think that this pinhead might have become Vice President of the U.S. and possibly (she would have been one heartbeat away) President. What a sad commentary on the judgment of John McCain. "Listen my children and you shall hear

Where did you get that "midnight" nonsense from? According to the Divine Sarah, he rode in daylight, warning the Brits. (I believe that may have been the true source of the "special relationship," which, not coincidentally, the British are said "to revere.")

We must stay the course, just like George Washington did when he crossed the Sea of Galilee to sneak up on those nasty al Qaeda's."

In all seriousness, it's really an insult to the history of that site, as well as America as a whole, that she wouldn't do some homework when visiting and speaking on an event that occurred right there.

Peace be with you.

After the Bush/Cheney administration and the current Obama /Biden one I wouldn't necessarily view Palin on the ticket as a step down despite her tendency to speak her mind in areas where she seems ill informed. I think the phrase that fit's is "better to remain silent and have folks think you're a fool than to open your mouth and remove all doubt."Much too early to tell but I think that a Romney/Huckabee is a strong possibility in 2012.

To be fair to Ms. Sarah, it is asking a bit much to require a politician to not only be well versed in the details of American history but to be the leading expert on oil and gas (or was that the energy sector?) in the United States (per John McCain). Why, that would be like expecting a strong exponent of family values seeing to it that her daughter practiced safe sex and didn't get knocked up out of wedlock. Sometimes we just put too heavy a burden on our politicians.

VODone Becomes the First Batch of Mobile Lottery Service Provider in China.

VODone Limited ("VODone" or the "Group", Hong Kong Stock Exchange: 0082) is pleased to announce the introduction of mobile lottery service in China. Authorized by Heilongjiang Welfare Lottery Center, VODone has become one of the first authorized service providers of mobile lottery betting service for mobile end users in China and due to the cooperation with Heilongjiang Welfare Lottery Center and Chinasatcom, VODone is currently the only company in China to provide mobile lottery services. A service agreement with a term of 96 months of cooperation has been signed by both parties under which the Group will be entitled to a certain percentage of commission income generated from each transaction. Meanwhile, the Group has opened the "cai.vodone.com" portal named "Lottery Lifestyle" broadcasting lottery related news and information exclusively supplied by the Ministry of Civil Affairs of the People's Republic of China and co-managed by China Association of Social Workers and China Philanthropy Times. VODone and China Philanthropy Times will together launch the "Expert Lottery Comments" channel, providing exclusive lottery news.

On 22nd April 2009, The State Council of the People's Republic of China released a consultation paper for the Law Governing Lottery Business. Deemed as core supporting business of China's welfare service, lottery has already been developed as a major financial and tax income in contributing to the well being of the community. The promotion of the Law Governing Lottery Business generated significant impact on the lottery industry and further stimulated players' interest against the backdrop of a financial crisis such as the waiver of upper limit of issuance and widening of betting channels. In China, the number of frequent players of lottery has reached over 100 million which contributed over RMB100billion of betting turnover every year and in which betting turnover of welfare lottery amounted for approximately RMB60billion per annum. It witnessed the tremendous market potential of China's lottery business.

Mobile lottery has the advantage of surpassing other traditional purchasing methods by which players can make their purchasing decision whenever and wherever. Players simply need to register, log-in and download the lottery software from "cai.vodone.com" in order to study lottery information, place their bets, check their account balance, self-pick the lottery numbers or quick-pick the numbers through their handsets.

In addition, the system developed by Heilongjiang Welfare Lottery Center guarantees immediacy and safety of mobile lottery. The system is developed to enable the safety in achieving paperless lottery services, therefore, there is a special process of bundling the mobile number and identity card number as the certification information of user registration. There is a unique safety code generated for each lottery ticket by the Welfare Lottery Center which is incomparable in nature. Players can even collect their dividend of no more than RMB10,000 through their virtual account whereas dividend exceeding that amount would have to be collected at the Welfare Lottery Center.

Besides mobile lottery service and the "Lottery Lifestyle" channel, leveraging its edges of live internet broadcast, the Group is going to launch the "Constant Lottery" live webcast. VODone will announce the drawn numbers and results every 10 minutes, and provide a fast, frequent, stimulating and brand new mobile lottery experience for internet users.

Dr. Zhang Lijun, Chairman of VODone, said, "Launch of Mobile Lottery Service and establishment of the online "Lottery Lifestyle" channel has enhanced the Group's business structure and opened marketing income sources. This not only marks VODone's synergy generated by its website platform, broadcasting union system and community in the field of new media, but also an innovative application in terms of both creativity and income. Through the establishment of the "Lottery Lifestyle" channel, our customers can enhance their winning opportunities as well as professional knowledge, which also encourages public participation in charity. VODone will further improve the operation of mobile lottery service in order to further contribute to the social welfare of China. One of the reasons of VODone's purchase of the social networking website -- DOMOUSE is to prepare for its development into this sector of business as well as strategically combining mobile lottery, virtual transactions and DOMOUSE. This will bring about greater potential and opportunities to VODone.

Heilongjiang Welfare Lottery Center is the first batch of agencies that received the green light from the Ministry of Finance and the Ministry of Civil Affairs of the People's Republic of China to introduce mobile lottery service. Heilongjiang is ranked top 10 amongst national Welfare Lottery sales, and has advanced into mobile lottery service technology.

Chairman Zhang said that the number of mobile users has reached 600 million in China at present. Once the software of users has been downloaded, mobile users would become the long-term and stable supporters for VODone Limited and welfare lottery. The launching of 3G services will largely enhance the speed of internet access and also due to low internet costs, the demand for mobile lottery services can be completely fulfilled. We deeply believe that mobile lottery will be the main focus in future 3G services.

Arianespace and Thales Alenia to launch Rascom-1, the first pan-African communications satellite.(CONTRACTS)

Thales Alenia Space and Arianespace have signed a launch service and solutions contract for Rascom-1, the first pan-African communications satellite. The satellite is scheduled for launch into a geostationary transfer orbit later this year by an Ariane 5 launcher from Europe's Spaceport in Kourou, French Guiana.

Rascom-1, built by Thales Alenia Space as part of a turnkey contract with RascomStar-QAF, will provide telecommunication services in rural areas of Africa, as well as domestic and international connections, direct TV broadcast services, and Internet access, for 15 years. Based on a Spacebus 4000B3 platform, Rascom-1 is equipped with 12 Ku-band transponders and 8 C-band transponders. It will weigh about 3,200kg at launch, will have a 6.4kW power end of life, and will be positioned at 2.85 degrees East.

In the scope of the Rascom program, Thales Alenia Space supplies both the in-orbit satellite delivery and its associated ground infrastructure including the mission, business, and ground control segments.

Pascale Sourisse, president and CEO of Thales Alenia Space, said they are very proud of participating in this program that will contribute to bridging the digital divide between rural and urban areas and to ensuring economical development in Africa. "This ambitious project is a natural fit with our businesses since we believe that everybody should enjoy access to the resources needed to communicate. This contract highlights the successful cooperation between Thales Alenia Space and Arianespace as four Spacebus satellites will be launched from Kourou in the next months."

"We are very honored by RascomStar-QAF and Thales Alenia Space's confidence in us," said Jean-Yves Le Gall, chairman and CEO of Arianespace. "Their selection reflects the excellence of Arianespace's launch service and solutions. With Rascom-1, RascomStar-QAF will be able to offer a full range of dedicated telecommunications services for the entire African continent."

Solicitation case raises computer-access issue.(Local)

Byline: NICOLE MORGAN

PORTSMOUTH -- By Nicole Morgan

The Virginian-Pilot

PORTSMOUTH - Just before he was arrested Wednesday, Don Gary Castle was sitting in a Portsmouth public library having an online chat with someone he thought was a 13-year-old boy, authorities said.

Castle, a 27-year-old construction worker from the 2000 block of East Ocean View Avenue in Norfolk , was talking about video games that night. But previous conversations had been sexual, authorities said.

John C. Blankenship, a detective with the Spotsylvania County Sheriff's Office posing as a boy, had his first online contact with Castle in November, said Deputy Robin Kocher, a spokeswoman for the sheriff's office.

On Wednesday, Blankenship drove three hours from Spotsylvania County in hopes of arresting Castle, Kocher said.

Blankenship, who handles online sex cases for the sheriff's office, was able to locate Castle in Portsmouth by identifying the Internet server where the conversations took place, Kocher said.

Blankenship sat in a car outside the Cradock branch of the Portsmouth Public Library, at 28 Prospect Parkway .

He turned on his laptop and began chatting online with Castle.

During their conversation, the detective asked Castle to "hold on" as he left the conversation for a while, Kocher said. Then Blankenship, his partner, and Portsmouth police officers went in the library to make the arrest.

Castle was charged with two counts of using a computer to solicit sexual acts with a minor and one count of attempted indecent liberties with a child , according to a police report.

He is being held in Rappahannock Regional Jail with no bond .

The incident has left city officials wondering whether anything more can be done to prevent potential sexual predators from using public computers.

But it's often difficult to stop someone if they have a criminal intent, said city spokesman Kenneth Wheeler .

The library has guidelines for people who come in to use computers, he said. People must sign in and agree to rules, which include not using the computers for illegal or obscene purposes .

Though librarians don't monitor each customer's online usage, they inform law enforcement authorities if they notice suspicious activity, he said.

The city has computers in each of its four library branches. Students come in to use them for homework; others use them for e-mail, researching family trees and countless other functions.

Over the past two years, Wheeler said, the machines have been used more than 100,000 times. "It's a very important public service that we provide."

Protecting other library customers from unwelcome activity is also a priority, he said.

"I think we'll take a good look at our policies to see if anything needs to be changed as a result."

Gordon struggling with pace of game.

Byline: K.C. Johnson

CHICAGO _ Buzz from individual workouts and buzzwords like "upside" propelled Ben Gordon to the third overall pick in last June's draft.

Mostly nondescript performances in the first three exhibition games have sunk some of the hype, although the rookie guard isn't fazed.

Asked if his confidence had taken a hit, Gordon said: "Not at all. I realize this is a long season. You can't let two or three games determine your mood. You have to work through it.

"I haven't been consistent. But I'm trying to use these games as learning experiences and listen to our veterans. They're helpful. I'm trying to take it all in and find my way."

Finding his shooting stroke will help. Gordon is shooting 20.8 percent in averaging 7.3 points. No longer able to beat most opponents off the dribble, Gordon is settling for more jump shots.

"The pace of this ... Ben's having a little struggle with," coach Scott Skiles said. "He's not moving as quickly as we'd like, obviously. But we're not overly worried.

"I'm making a serious mistake if I'm too judgmental in the first few games. We're playing a lot of young guys who, frankly, aren't NBA-ready. We understand that."

That said, the first three games have raised some red flags. Gordon has struggled to defend, averaging four fouls. Foul trouble limited him to 13 minutes in Saturday night's loss to Cleveland in St. Louis.

"Some guys are quicker than others," Gordon said. "Once I figure it out, I'll maintain it and do well."

The adjustments of Andres Nocioni and Luol Deng have been smoother. Deng is averaging 12.3 points and 4.7 rebounds and is displaying an aggressive knack for the ball. Defensively, his wingspan and footwork are making up for what he lacks in quickness.

"Luol is always going to err on the side of being aggressive," Skiles said. "That's great for a guy who has had just one year of college."

Nocioni has struggled with his outside shot, hitting 30 percent, but consistently has displayed an aggressive nature.

"He doesn't back down at all," Skiles said. "He doesn't quit on plays. That's why we like him."

Nocioni guarded LeBron James on Saturday. The amiable rookie is like a sponge, soaking up every experience.

___-

BIG AND TALL

Skiles lamented that Eddy Curry and Tyson Chandler combined for five defensive rebounds in 57 minutes in Saturday's loss. But he praised the progress of their help defense, a problem area much of their careers.

"I feel I'm recognizing situations better," said Chandler, who is averaging 24.3 minutes. "I used to help just by shot-blocking. Now when I see somebody driving, I get my whole body there and get my hands up."

LAYUPS

Chris Jefferies, waived Oct. 4, isn't costing the Bulls anything. As part of the Jamal Crawford trade, general manager John Paxson got the Knicks to pay Jefferies' guaranteed $899,040 salary. ... _ Eric Piatkowski was assigned Scottie Pippen's longtime locker. Rookies Jared Reiner and Chris Duhon are sharing Michael Jordan's old haunts. ... _ The Bulls held a free, fan-friendly scrimmage Sunday at the United Center. Eddie Robinson didn't attend, furthering speculation that the forward will be bought out or waived.

CFC gives green light for merges in candy sector.

MEXICO CITY, Feb 27, 2004 (El Economista/Corporate Mexico by Internet Securities, Inc. via COMTEX) -- The Federal Competition Commission (CFC) determined that the chewing gum manufacturer Chicles Adams, Cadbury Schweppes and Grupo Warner Lambert Mexico, do not practice monopolistic activities, according to the Mexican chewing gum manufacturer Canel's

"There are not enough elements to prove the existence of monopolistic practices relative to the production, distribution, and sale of candy products," reported insiders.

The CFC said that Cadbury Schweppes acquiring the chewing gum production and marketing lines of Pfizer Inc. does not affect the process of competition and free market, as the acquisition did not include the chocolate product line and Canel's does not participate in the market of these products.

The CFC also authorized the merge between Sabritas and Durf Holding (both indirect subsidiaries of PepsiCo Inc.) as well as the one between Corporativo Internacional Mexicano and Hurdell Holdings.

Major earthquake hits Taiwan, no injuries reported

A powerful earthquake has hit southern Taiwan.

The Central Weather Bureau says Thursday's 6.4-magnitude quake was centered in Kaohsiung county at a depth of 3.1 miles (5 kilometers). No injuries have been reported.

Buildings swayed as far north as the capital Taipei where the temblor has caused power outages. Taiwan's cable news station TVBS reports the island's high-speed rail service has been suspended.

Earthquakes frequently rattle Taiwan but most are minor and cause little or no damage.

However, a 7.6-magnitude temblor in central Taiwan in 1999 killed more than 2,300 people. In 2006 a 6.7-magnitude quake south of Kaohsiung severed undersea cables and disrupted telephone and Internet service to millions throughout Asia.

Rondo gets boost with new series of Indian Doctor; FILM-MAKER UPBEAT DESPITE CUTS IN FUNDING TO S4C.(Business)

Byline: SION BARRY

INDEPENDENT television production company Rondo has been boosted with the commissioning of another of The Indian Doctor drama series for the BBC.

The Cardiff and Caernarfon-based business won its first network commission last year when BBC1 commissioned the daytime drama, starring Sanjeev Bhaskar.

The new series, based on the story of an Indian doctor working in the South Wales Valleys of the 1960s, has been commissioned for another five programmes.

The first series proved so popular it was later also screened on BBC1 Wales and BBC2 (network).

Last month The Indian Doctor, which is a co-production with Bristol-based Avatar Films beat off the likes of Noel Edmonds' Deal or No Deal to win the best daytime and early peak time category at the Royal Society Television Awards.

Filming on the new series is expected to start in summer or early autumn and will be shown by BBC1 early next year.

Rondo chief executive Gareth Williams said: "The first series, which was our first network commission, was very well received and we are delighted to have been re-commissioned for a second series.

"For Rondo, it is helping to raise our profile outside of Wales, which is quite important at the moment.

"We are also strengthening our relationship with BBC Wales, where executives Claire Hudson, Bethan Jones and Elis Owen have been extremely supportive."

BBC1 has been looking to commission more original dramas, rather than use imports from the US for its daytime schedule.

The first series of The Indian Doctor was funded by BBC Daytime, BBC Wales and the Welsh Assembly Government from its Creative IP Fund and the now defunct single investment fund. Rondo also had advanced funding from content distributor Target Entertainment, which subsequently negotiated a series of deals for The Indian Doctor with international broadcasters - including those in Belgium, Brazil and Israel.

The second series, at a cost of pounds 1.2m, is being funded by BBC Daytime, BBC Drama and BBC Wales and an advance on international sales from Target Entertainment.

Mr Williams said: "The first series did phenomenally well in that it captured 24.5% of audience share. And on the audience appreciation index it had an incredibly high rating of 89%."

He added: "We are planning to start filming on the new series this summer or early autumn. The first series was mainly filmed on location in Blaenavon and Llantrisant, but we have yet to confirmed our locations for the new series."

Mr Williams said that while he was pleased with the distribution of the first series to a number of international broadcasters, he is confident that the commissioning of the second series would make it an easier sell.

He added: "If you have a block of 10 or 15 programmes it makes it easier to shift than if you only have five."

Mr Williams said he hoped that the drama could also be sold to India, especially as actor and co-owner of Avatar Films Sanjeev Bhaskar was already popular in the country from the screening of the comedy series, The Kumars at No 42.

MrWilliams said that while the independent television sector in Wales would be hit by the 24% cut in the budget of Welsh-language channel S4C over the next four years, it was far from being all "doom and gloom".

He added: "We should be trumpeting successes like Dinamo for what it is doing in animation internationally.

"We have just invested pounds 500,000 in new facilities at our Caernarfon office and are very excited about the future."

For S4C it has produced a new eight-part drama series, Porthpenwaig, which starts on April 17 and in July it will be providing coverage of the International Musical Eisteddfod, as well as coverage on the internet via Llangollen.tv Mr Williams said S4C could look to use its significant reserves of about pounds 31m for innovative projects, including possible co-productions with other broadcasters.

He added that it was vital that S4C developed as a "strong international brand" before 2015, as its funding after that has yet to be clarified.

In its last financial year Rondo had a turnover of pounds 14.1m.
